[release-4.17] Upgrade OVS version to 3.5

    • Before this update, MicroShift 4.17 used OpenVSwitch (OVS) 3.4. With this release, MicroShift uses OVS 3.5, keeping OVS synchronized with OVN-Kubernetes.

      This is a clone of issue OCPBUGS-58139. The following is the description of the original issue:

      Description of problem:

           ovn-kubernetes moved to OVS 3.5 in 4.18 while syncing their code with 4.19 version: https://issues.redhat.com//browse/OCPBUGS-48710
MicroShift should do the same to stay in sync.

      Actual results:

          MicroShift depends on OpenVSwitch 3.4

      Expected results:

          MicroShift should depend on OpenVSwitch 3.5
