Before this update, the **Namespace** column displayed on the MachineSets list page even when you viewed a single project, because the code did not correctly scope the columns. This update fixes the column logic. As a result, the MachineSets list no longer shows the **Namespace** column for project-scoped views. Description of problem:

for namespace scoped resource MachineSets, when a project is selected, we should not show Namespace column anymore

Steps to Reproduce:

    1. goes to Compute -> MachineSets list page, choose "openshift-machine-api" from project dropdown, check table columns

Actual results:

There are Name, Namespace, Machines, Instance Type, CPU and Memory

Expected results:

Namespace column should not be presented since a project is already selected
