PollConsoleUpdates won't fire toast if one or more manifests errors when plugins change

      Cause: Previously, if one or more plugin manifests was failing, the console would not fire the toast notification indicating the console should be refreshed.

      Consequence: As a result, the user was not notified the console should be refreshed when a new plugin was added because the existing failing plugin manifest prevented the toast notification from firing.

      Fix: Only newly added plugins are checked in order to properly fire the toast notification.

      Result: Now when a new plugin is added and an existing plugin is failing, the toast notification fires.
