Description of problem:

cert-manager is not getting installed in disconnected environment due to which kueue operator is not getting installed.

Steps to Reproduce:

    1.Installed disconnected cluster from flexy job: https://gitlab.cee.redhat.com/aosqe/flexy-templates/-/blob/master/functionality-testing/aos-4_19/ipi-on-aws/versioned-installer-customer_vpc-disconnected_private_cluster

2.Mirror kueue images by oc mirror 
    
3. Try installing cert-manager v1.16 from operator hub.

Actual results:

    cert-manager is not getting installed

Expected results:

    cert-manager should get installed
