Description of problem:

LightSpeed UI takes the whole console page height(masthead height excluded) 

in this way, the action button, YAML creation button, kebab action menu are barely visible when LightSpeed UI is open

Actual results:

 LightSpeed UI occupies too much height so that other buttons are not visible

Expected results:

reduce height and make the modal scalable
