          Install on hypershift cluster works from command line without providing role ARN when UI requires it

      How reproducible:

          always

      Steps to Reproduce:

          1.Try to install through UI on a hypershift/HCP cluster
          2. Notice requirment for Role ARN to proceed
          3. Apply manifests from cmdline without providing role ARN
          

      Actual results:

          Install work from cmd line but not from UI

      Expected results:

          Same restrictions apply to installing with UI as with the cmdline

      Additional info:

          I use a clusterbot provisioned ROSA cluster OCP 4.18 for this.  I kinda like that the cmdline is a workaround, but I am confused why role ARN is required for console install but not for the cmdline.  It could be that I would eventually have problems installing this way but haven't see that yet. cert-manager is a dep for two operators I work on.
