Steps to Reproduce:
1. Deploy eBPF manager using latest downstream build sha256:5a8992220b55a85ebd61ddbd58861dff245b4f38ed14d844341cf8ad6e9184dc
2. Deploy NetObserv and flowcollector with EBPF manager feature enabled
Actual results:
eBPF pods should come up and flowcollector should become ready
Expected results:
eBPF pods are stuck in ContainerCreating state
