      Description of problem:

      Documentation for IPI installer on GCP with manual mode needs to be improved/corrected so that users can follow successfully:
- Documentation needs to clarify that WIF is configured via CCO. CCO creates credential requests to be used by Cluster Operators but not by the Installer 
- There are two types of credentials needed:
    1. Authenticate cluster installation authentication with a service account.
    2. Auhthenticate cluster operators with CCOconfigured to use WIF
