Description of problem:

PIS tests are failing on metal platform. With the push to have metal tech-preview jobs be blocking jobs, it is important that PIS tests are stable on the platform.

Steps to Reproduce:

See here for rehearsal jobs with failures.

Actual results:

PIS tests are not stable on metal.

Expected results:

PIS tests should be stable in all blocking test suites.
