Description of problem:
Upon node reboot the PTP daemon no longer publishes the openshift_ptp_process_status metric

How reproducible:
Very low; couldn't reproduce manually
Steps to Reproduce:
1.Perform a graceful reboot be executing `systemctl reboot` on the node running PTP daemon 2.After the system recovers to a running state check for PTP metrics by contacting the cloud event API `oc -n openshift-ptp exec ds/linuxptp-daemon -c cloud-event-proxy -- curl -s localhost:9091/metrics | grep process_status`
Actual results:
No openshift_ptp_process_status metrics
Expected results:
openshift_ptp_process_status metrics output
