Large proxy trust bundle in ignition stub results in failed machine creation

      Description of problem:

          HostedClusters that are configured to use large (> 16k) trust bundles for their proxy configuration are failing to create new AWS instances. The reason is that the user data stub for the machine exceeds the AWS size limit (16k)

          Always

      Steps to Reproduce:

          1. Create a HostedCluster and configure a large trust bundle under its proxy settings. (It does not need to have a proxy URL configured).
          2. Wait for machines to be created
          

      Actual results:

          No machines are created

      Expected results:

          Machines are created
