Description of problem:

The installation of the cluster is not progressing, when checking the installation logs the three master nodes are stuck in inspection status, the master nodes are not receiving IP addressing.

Version-Release number of selected component (if applicable):

- OCP: IPI 4.18.17
- Hardware Details: Dell R660 with IDRAC 9 Version 7.20.30.00
- Environment details: An attempt is made to install a compact cluster, a fourth node is used as a provisioner with RHEL installed. 
- Network details: VLAN tagging is required, the baremetal network is created on the provisioner as a bridge to a vlan network, not an ethernet network. 
The provisioner node is on vlan 82 while trying to assign vlan 117 to the OpenShift cluster.
