Description of problem:

ARN required to install on hypershift, but can install from cli without it.

Version-Release number of selected component (if applicable):

    reproduced on 1.16 and 1.15

How reproducible:

    Always

Steps to Reproduce:

    1.Install through console
    2. blocked by needing a Role ARN
    3.Install from cli without Role ARN provided

Actual results:

    Different behavior with console and cli

Expected results:

    same behavior
