      This is a clone of issue OCPBUGS-54487. The following is the description of the original issue:

      Description of problem:

          When providing a VPC name in platform.powervs.vpcName the error shown is:

FATAL failed to fetch Common Manifests: failed to fetch dependency of "Common Manifests": failed to fetch dependency of "Infrastructure Config": failed to generate asset "Cloud Provider Config": failed to find VPC

I would at least want to see what value was rejected in the error message.

      Steps to Reproduce:

          1. Provide an invalid name for platform.powervs.vpcName
    2. Fail
    3.

      Actual results:

          Fail with a generic error message.

      Expected results:

          Fail with a helpful error message.
