Description of problem:

HCM has many customers using the limited-live migration to move from SDN to OVN. This process claims no pre-requisites around removing webhooks etc, however we have seen dozens hang on draining nodes with a webhook that has started failing _during_ the migration.

How reproducible:

Fairly, although we have just relied on the customer doing migrations, seeing them hang, then investigating.

Steps to Reproduce: (possibly)

    1. Create a validating admission webhook for X
    2. Create a workload with a PDB of minimum 1
    3. Perform an SDN to OVN limited live migration

Actual results:

    The migration hangs draining nodes on the webhook, which was previously available before the migration (assumption)

Expected results:

The migration progresses properly
