Steps to Reproduce:
1.Login ocp web console UI and add 'pseudolocalization=true&lng=en' to URL and reload the page to enable pseudolocalized UI
2.Navigate to Networking - Routes - Create Route
3.Click 'Secure Route' check box
4.Select 'Edge' from 'TLS termination' drop-dwon
5.Under 'Certificate' 'Private key' 'CA certificate', "Drag a file here or browse to upload", "Browse..." and "Clear" are not marked for translation.
