This task is to cherry-pick the following PRs into the appropriate release branches to ensure Catalog Tests are properly integrated, visible, and can trigger alerts via Sippy:

What’s included:

1. Fix JUnit output format (OCPBUGS-56956)

Updates the test output format to valid JUnit XML so it can be parsed by Sippy, enabling proper alerting and tracking of regressions.

1. Rename test suite (as requested by TRT) (OPRUN-3946)
   PR: https://github.com/openshift/operator-framework-operator-controller/pull/372

Renames the suite to align with TRT expectations and requirements for reporting.

1. Enable Catalog Tests and fix pipeline issues (OPRUN-3951)
   PR: https://github.com/openshift/operator-framework-operator-controller/pull/371

Re-enables the Catalog Tests that were previously failing and addresses pipeline issues to ensure proper execution.

Goal:
Ensure these changes are included in relevant release branches (e.g., release-4.17, release-4.18, release-4.19) to avoid regressions and provide visibility into Catalog Test results via Component Readiness and Sippy.
