Installation failed with ShortCertRotation Featuregate on IBM and Azure

      * Before this update, cluster installation failure occurred on IBM and Azure due to incompatibility with the `ShortCertRotation` featuregate. As a consequence, cluster installation failed, causing nodes to remain offline on these platforms. With this release, the `ShortCertRotation` featuregate has been removed from cluster installation on IBM and Azure. As a result, cluster installation is now successful on these platforms without the `ShortCertRotation` featuregate. (link:https://issues.redhat.com/browse/OCPBUGS-57202[OCPBUGS-57202])

        Cluster Installation failed with ShortCertRotation featuregate on IBM and Azure . Tested with same env without featuregate and other featuregate installation success

      Actual results:

         installation getting failed and nodes are not coming up

      Expected results:

      Installation should be success
