      This is a clone of issue OCPBUGS-56416. The following is the description of the original issue:
      —
      Description of problem:

          modify RPS test to use 4 cpus for reserved from available cpus. One of the RPS E2E test cases modifies reserved and isolated cpus to verify rps mask is updated according . As part of that, it picks cpus from the middle of the available cpu list, Where it would pick only 1 cpu for reserved. This will cause isses on SNO as , one single cpu for reserved will cause issues , One cpu is not enough to handle all system services.
