Description of problem:
One can install a cluster with 3 control plane nodes, but only one worker node. That is an unsupported config, as either 0 worker nodes (compact cluster) or 2 worker nodes are required. (see https://docs.redhat.com/en/documentation/openshift_container_platform/4.18/html-single/installing_on_bare_metal/index#installation-machine-requirements_installing-bare-metal) A cluster with 1 worker nodes has infrastructureTopology of single, which can have unwanted side effects (e.g. component scaling, alerting)
