Description of problem:

When deploying bare metal nodes using the BMC form method via ACM, the node fails to boot from the disk and continues booting into the ISO. After a few minutes, the node reboots repeatedly every few minutes. The agent service remains in an inactive state.

How reproducible:

    always

Steps to Reproduce:

    1. Add a host using BMC form
    2. Apply custom NMstate for bonding
    3. Node boots to ISO
    4. SSH is success, a sosreport collected

Actual results:

    Booting to ISO, not disk

Expected results:

    The node should be boot to disk, agent service should be started properly
