      This is a clone of issue OCPBUGS-56497. The following is the description of the original issue:

      Description of problem:

      When running several tests at once (like cos-* and el-*) we may have port collisions with prometheus and loki instances.

      How reproducible:

          100%

      Steps to Reproduce:

    3.

      Actual results:

      Prometheus and/or loki not coming up because the port is already taken by a different instance.

      Expected results:

      Success.
