The process for restoring cluster to previous state from backup should mention that it is needed to have bootable nodes for this process.

      https://docs.redhat.com/en/documentation/openshift_container_platform/4.16/html/backup_and_restore/control-plane-backup-and-restore#dr-scenario-2-restoring-cluster-state_dr-restoring-cluster-state

The process is not clear or doesn't work when the nodes are not accessible or bootable.

It is necessary to mention in documentation that the process is valid in case where nodes are bootable.
