Description of problem:
The cluster, deployed on vSphere using the User-Provided Infrastructure (UPI) method with platform: vsphere, recently had bare-metal nodes added to the environment. The cluster upgrade to version 4.16.38 is currently blocked because the storage Cluster Operator (CO) is in a degraded state. The specific error reported is: VSphereCSIDriverOperatorCRDegraded: VMwareVSphereOperatorCheckDegraded: unable to find VM dtl21ocpcacorpwo06.ca.bestbuy.com by UUID

1. Install a UPI cluster in vsphere 2. Add baremetal nodes 3. Upgrade the cluster
Actual results:
Cluster is not upgraded due to storage cluster operator is degraded due to VSphereCSIDriverOperatorCRDegraded: VMwareVSphereOperatorCheckDegraded: unable to find VM dtl21ocpcacorpwo06.ca.bestbuy.com by UUID error.
