When collecting the operator catalog image with --secure-policy=true the verification fails

Add an operator catalog on the image set config and m2d with --secure-policy=true

The collection for the operator catalog image fails
Expected results:
The collection should not fail with verification issues
Additional info:
During the collection the operator catalog image is converted to OCI, because of that the verification fails because the catalog does not match the original one. During the collection the verification of the operator catalog should be disabled.
