Custom alerts created in user-defined namespaces are not listed in the Notifications tab

      Description of problem:

        Custom alert created in user-defined namespace not get lister in notification tab if those are firing.   

      How reproducible:

      1. enable user-workload-monitoring 
      2. create namespace 
      3. Create a custom alert with the critical severity in the same namespace.  https://access.redhat.com/solutions/7104451
      4. Create a pod with the wrong image so that the pod will not come running, which allows our alert to fire. 

      Actual results:

          The alert after firing not get listed in notification tab. 

      Expected results:

      Alert shoud listed in notification tab.    

      Alerts configured as AlertRule or PrometheusRule in the openshift-monitoring project appear in the Notifications tab. However, alert rules created in user-defined projects do not appear there.
