      Description of problem:

          Currently signature mirroring is not stable for disconnected environments (https://issues.redhat.com/browse/CLOUDDST-26881)

      Actual results:

          Failures are happening when mirroring signatures with oc-mirror. The cosign signatures are expected but the GPG keys are failing even if only cosign signatures should be mirrored.

      Expected results:

      Only cosign signatures should be mirrored, GPG keys shouldn't be mirrored.
