Description of problem:

with CAPI install failed when destroy the bootstrap node, "failed retrieving cos instance for destroy bootstrap"

 sometimes

Steps to Reproduce:

    1.install a public cluster with CAPI

Actual results:

 fail to destroy the bootstrap node

Expected results:

 install succeed.
