Description of problem:

ALL_NAMESPACES_KEY should be exposed to web console plugins. Otherwise, they are forced to hardcode the `#ALL_NS#` value (which could possibly change in the future).

useActiveNamespace docs should probably also mention this flag once it's exposed.
