 FAULTY to LISTENING transition is reported as a FAULTY state instead of LISTENIGN

Steps to Reproduce:

    1. With 2 port OC configuration fail backup port then recover it  
    2. 
    3.

Actual results:

    Check metrics, the port is reported as being FAULTY

Expected results:

    Check metrics, the port is reported as being LISTENING
