In OSASINFRA-3652 we migrated the cinder-csi-operator to start using the new --with-topology flag added to the csi-driver. In the change, we only enabled this flag for the node driver service due to a bug in the upstream code. Our initial testing suggested this was sufficient. Further testing has shown otherwise. We now need to start setting this for both services.
