Memory consumption of Cloud API provider pod on an idle(8 nodes) HCP is continuously growing steadily

How reproducible:
Always
Steps to Reproduce:
1. Create self-managed HCP on Azure 2. Watch Cloud API pod memory consumption - container_memory_rss 3. in 8 hrs 600Mi to 2Gi
Actual results:
At Idle state it is consuming memory constantly
Expected results:
It should not be increasing when a cluster is idle
