Visual regression caused by guidedTour setting. Popup shows for kubeadmin user and regression testing in cypress is broken from there. We test service mesh plugin (OSSMC) and all tests are stuck here.

    2. login into cluster (kubeadmin or we use other IDP)
    3. see the popup

1) We can modify login flow to ignore this element (as suggested) 
- this is expensive, generally you cause regression and downstream teams consuming OCP console needs to fix that
2) create a dummy login for a new user and disable the tour via OC command (see slack thread) 
- sounds much more reasonable, but see above and we might get into trouble in specific environments where we cannot control such a setting
