Description of problem:

4.19.0-0.nightly-2025-05-12-071854 cluster, admin user goes to "Observe -> Alerting -> Silences" tab, click "Create silence" button, "Negative matcher" checkbox is checked by default on Create silence page, which should not, see picture: https://drive.google.com/file/d/1CgmCxyWwGvJw2RkXUzR6_iJTJWMUyiam/view?usp=sharing
