Description of problem:

Following regions are new detected during 4.19 regression test:
- chilecentral (Chile Central)
- indonesiacentral (Indonesia Central)
- malaysiawest (Malaysia West)

QE verified them on 4.16+, doc[1] needs to be updated to add them.
