Description of problem:

When build lws operand image using https://github.com/openshift/kubernetes-sigs-lws/blob/main/Dockerfile.ocp#L1, will meet issue: "Go compliance shim [124] [rhel-9-golang-1.23][openshift-golang-builder]: Exited with: 1

How reproducible:

    $podman build -t quay.io/${QUAY_USER}/lws:${IMAGE_TAG} -f ./Dockerfile.ocp

Expected results:

    build image successfully
