Description of problem:
IPI installation with GCP marketplace RHCOS image failed to bootstrap, with the control-plane machines telling "Failed to start OSTree Prepare OS/" and no way to access.

Steps to Reproduce:
1. "create install-config", then edit "install-config.yaml" to insert the interested settings (see [1])
2. "create cluster"
Actual results:
The control-plane machines ostree-prepare-root.service failed (see [2] and [3]).
Expected results:
The installation should succeed.
