Description of problem:

Boot failing for s390x Agents with PXE artefacts using NMstateconfig

Version-Release number of selected component (if applicable):

    4.18 4.19

How reproducible:

    always

Steps to Reproduce:

    1.Install MCE and create HCP 
    2.Create InfraEnv, configure NMStateconfig and download pxe artifacts ( kernel initrd rootfs) 
    3.Boot s390x VMs using PXE artifacts

Actual results:

    Boot should get completed and it should join as agent

Expected results:

    Boot failing... 
  Machine is not getting IP
