Edit paralelism modal has unresponsive decrease button in the number spinner

      Description of problem:

          When you open the edit paralelism modal for jobs, the number decrease button is unresponsive and seems to be disabled after attempted click. The decrease is working when you firstly increase the number and then you try to decrease.

      How reproducible:

          Always

      Steps to Reproduce:

          1. Visit workloads jobs
          2. Create your own project, create your own example job in the project.
          3. Click on the kebab menu, either in the list page or in the details page.
          4. Click on 'edit-paralelism'
          5. Try to decrease the parallelism number. 
          

      Actual results:

      The button gets disabled, and the number is not decreased.    

      Expected results:

      The button should not be disabled and the parallelism number should be decreased. Only time when it should be disabled is when attempting to decrease from 0.
