In OSASINFRA-3657, we modified cloud-credential-operator so that it could sync a new cacert key from the root credential secret to the credential secrets generated in response to CredentialsRequest}}s. This allows us to replace most references to the cloud-provider (CCM) config map that components have been relying on, but for now CCM still relies on that config. Rather than insisting that users now update two places, we should start syncing from the old place (the {{openshift-config / cloud-provider-config config map) to the new place (the kube-system / openstack-credentials secret). We can remove this syncer in the future once we have determined how to rework CCM and CCCMO now to rely on it.
