Description of problem:
Customers are unable to launch RHEL 9 virtual machines using OpenShift Virtualization when relying on their local image registry. This is due to the absence of the required rhel-guest-image in the deployment setup.

Steps to Reproduce:
1.Create OpenShift Virtualization ISOBuilder 2.Start a RHEL-9 VMs from local registry.
Actual results:
VM fails to launch; guest image not found in the registry.
Expected results:
The rhel-guest-image is available in the local image registry after cluster setup. Users can successfully create and launch RHEL 9 virtual machines using OpenShift Virtualization.
