Critical Alerts section in Notification Drawer cannot be collapsed

      Before this update, clicking the collapse control in the **Critical alerts** section of the notification drawer did nothing, so the section stayed expanded. This update fixes the control. As a result, you can now collapse the section when critical alerts are present. (link:https://issues.redhat.com/browse/OCPBUGS-55633[OCPBUGS-55633])

      If Critical Alerts are present, the corresponding section of the Notification Drawer is automatically expanded. However, the section cannot be collapsed.
