Description of problem:
A bug was introduced in NMState that causes it to fail to apply OVS bonds. This has recently become an important use case for OpenShift because we have customers using OVS bonds in production deployments.
While this has been fixed in the latest versions of NMState, I'm opening this bug to ensure we don't accidentally pull in one of the broken releases to RHCOS.
