When the OVE UI uses the downloads/credentials endpoint the API handler will generate the InstallConfig for the agent-based installer in order to make the credentials available when the cluster is in Ready state. In order to prevent regenerating the kubeadmin-password, the generation of the InstallConfig will be bypassed. This inadvertently prevents the operator manifests from also being generated. Since the OVE UI configures which operators to use AFTER it retrieves the credentials the operators are not currently installed, since the manifests were not created for them.
