The current `rhel-coreos-8` image in this latest nightly:

https://amd64.ocp.releases.ci.openshift.org/releasestream/4.12.0-0.nightly/release/4.12.0-0.nightly-2022-08-24-123447

does not support `ostree container commit`, which we use in many example Dockerfiles.

This is broken in

$ rpm -q ostree
ostree-2022.1-2.el8.x86_64
$

We need the latest

ostree-2022.2-5.el8

I think this is actually already queued, but filing this to track it.

I would have sworn we had this working before...need to dig into how this apparently regressed.
