Bare metal hosts failing to provision.  ISO repeatedly gets inserted and ejected on console.   metal pods show an `unsupportedOperation` error changing the bootmode to UEFI - trying to change it manually has no effect and the same errors are shown.

While hanging in provisioning state, the console shows the ISO continually inserting and ejecting, and the metal pod shows errors about changing the bootmode to UEFI.
