Description of problem:
Currently oc-mirror does not give the possibility of disabling signatures by registry / namespace / single image

Steps to Reproduce:
1. Add a registries.d config file on $HOME/containers/registries.d/ disabling signature mirroring for a specific registry
2. Run m2d/d2m or m2m mirroring one image from the registry specified in the step 1
3. Check the target registry looking for the image tags
Actual results:
Signature tag is in the target registry
Expected results:
Signature tag should not be there since the registries.d config file disabled the signature mirroring for that specific registry
