[IBMCloud] [CAPI] Some resources were not cleaned up after the bootstrap node was destroyed

      Description of problem:

      after destroyed the bootstrap node, some resources of the node have not been cleaned up    

      Version-Release number of selected component (if applicable):

      4.19.0-0.nightly-2025-04-14-214145     

      How reproducible:

      Always    

      Steps to Reproduce:

      1.create a public cluster with CAPI
      2.check the resources releated with the bootstrap
      ibmcloud is load-balancer-pool-members $lb $pool     

      Actual results:

      the target IP of memeber of the load balancer pool is the bootstrap IP

      Expected results:

      No resources releated with the bootstrap was left

      Additional info:

      No such issue in terriform install
