Description of problem:
When opting into OCL, applying a MC that installs IPsec does not result in the proper installation due to missing tmpfiles.d. We reached out to the IPsec team to get this resolved, but they disagreed that this was a IPsec bug. The next alterantive is to introduce a patch in our containerfile to populate these directives so that IPsec can be installed via MC when opted into OCL
