        fail to get the bootstrap.ign in bootstrap VM, blocked bootstrap vm init

      How reproducible:

          Always

      Steps to Reproduce:

      1. create a private cluster with proxy

      Expected results:

      Install succeed.

      Actual results:

      level=error msg=Bootstrap failed to complete: Get "https://api.maxu-pri13.private-ibmcloud.qe.devcluster.openshift.com:6443/version": EOF

      checked the bootstrap vm console:

      checked the result on Prow CI and other version.
4.13.56 with fips PASS, 4.13.56 with rt failed
4.14.50 created at 2025-04-03 is OK
4.12.74 created at 2025-03-06 is OK
